It's acceptable for your CPU to stay consistently around 4.515 GHz during non-gaming times, as it can idle at that level. The idle ranges you mentioned (40°C and 65-75°C during games) are typical and normal.

There's no harm as long as voltages aren't to high.
The only real downside is slightly increased idle power consumption.

It's safe as long as voltages stay within limits.
The main drawback is a small rise in idle power use.
