It's acceptable for your CPU to stay consistently around 4.515 GHz during non-gaming times, as it can idle at that level. The idle ranges you mentioned (40°C and 65-75°C during games) are typical and normal.

There's no harm as long as voltages aren't to high.
The only real downside is slightly increased idle power consumption.
