I've been using my 6700k for roughly 6 to 7 months now, and after some overclocking attempts, I'm pretty sure I've lost the silicon lottery. I thought I'd share this here in case I missed anything... At 1.35V it runs smoothly at 4.5GHz. Raising the voltage to 1.45V causes instability at 4.6GHz. Anyone have suggestions or adjustments I might be overlooking?

Certainly, you could have missed out on the lottery.
Here are some figures:
As of 12/04/2016
What proportion can achieve an overclock with a reasonably stable 1.4v Vcore?
I7-6700K
4.9 5%
4.8 21%
4.7 64%
4.6 96%
Keep in mind the motherboard BIOS level.
Gradually, improvements happen—possibly leading to better overclocking results.
Also, if your system runs smoothly, you should be cautious about updating the BIOS, as it might fail.
