I own an asus z170-a mb equipped with 16 gb ram, h100i v2 cooling, and an evga supernova gold 83+ 650 psu. My overclocking seems terrible, and I feel like there must be something wrong, even though my temps are okay. I’m confused about why I can’t reach a stable 4.6 ghz with a 1.38 voltage.

It might also be that you didn't turn off the power state options. These can influence your system's stability. Overclocking isn't something you can easily set up in just ten minutes. It requires commitment, research, and most importantly, time to correctly adjust your motherboard. I relied on YouTube videos and Google to assist me in understanding which settings needed to be changed or configured.

Sounds like you didn't win the silicone lottery, Just how it goes sometimes. My i7-6700k gets to 4.8ghz at 1.3v super lucky so... There's really nothing you can do. I'm not sure if you can return them because it doesn't overclock how you like it xD.

There are various chips with differing power requirements. My own model is quite demanding:
4.4 @ 1.236, 1.256 adaptive
4.5 @ 1.26, 1.280 adaptive
4.6 @ 1.35, 1.37 adaptive
4.7 @ 1.37, 1.419 adaptive
4.8 would exceed 1.42v
