When running a complete cycle, consider the graphics cards along with the CPU. A 240mm should work well. The 4.7 rating isn't certain but can likely be achieved with common chips.

I can maintain my 6700k stable at 4.7Ghz on a Corsair H110 GT, which means the setup you mentioned should be capable of outperforming it for cooling. Provided the chip supports that frequency.

I've tested it at 240mm but it's not sufficient; you should try 360mm rad. With 240mm I managed only 4.5, which was hard due to temperatures above 80. At 360mm my 6700k runs smoothly up to 4.7 at 75°C.
