There's no bug in IBT. I just ran IBT Standard Stress Level on my i7-4790K with all four cores at 4.4GHz and only reached a peak of 75°C using an air cooler.
I tried to run it on 4.6 and it went to 100C
Why wasn't it mentioned, in your first post, that you were overclocking?
What Vcore voltage is being used? What is the brand and model of the CPU cooler?

because I only at intel burn test it happens
and it was an oc with AI SUITE 3 but I canceled it cause of the temps so I don't really know the Voltages

As for why the temperatures weren't as high in other software, they don't apply the same CPU loading method as IBT. I only use IBT for thermal stability testing because it can detect unstable overclocking much faster than other tools such as Prime95.
