I observed that streaming 4K60 at high frame rates causes my CPU to reach maximum usage and occasional stuttering. Switching to lower resolutions or 1440p60 seems smoother. It might not be the CPU age but rather its capability to handle such resolutions. P.S. Your Chrome setup with hardware acceleration works well for YouTube videos.

It seems your GPU is meant to decode while the CPU handles other tasks. You may need to install the latest drivers there.

It may indicate a problem with the video codec your GPU doesn't support. Checking the 'Stats for nerds' entry will display details about the codec, such as its version and compatibility.

Based on the Nvidia table, the 980 Ti doesn't support VP9, so it relies on software decoding via the CPU. I faced a similar problem with YouTube insisting on AV1, which my 1080 Ti couldn't handle. Installing the h264ify browser extension helped bypass that limitation.
