I swapped in a used Gigabyte Z97 HD3 for my MSI Z97 - G45. The board seems fine, but I observed the i7 4790 doesn’t ramp up to 4 GHz smoothly even when load is over 95%. All BIOS settings are set to defaults and turbo boost remains active. Thanks. Updated Oct 20, 2020 by beneficialq

Verify your temperatures—it might be throttling. Also review your Windows power configuration. If it isn’t configured for maximum usage, turbo boosting won’t activate.

The 4 GHz is the highest turbo speed, but the CPU only hits it when using one core. I tested it myself and found it drops to 3.8 GHz when all cores are active.

Conditions remain stable, never surpassing 41 degrees Celsius during peak usage. Power output is optimized at maximum levels.

I reviewed the BIOS settings and adjusted all cores to run at 4 GHz manually. After testing with Cinebench, the highest achievable speed remained around 3.8 GHz.

I found the solution. It turned out the BIOS wasn't set to default and the earlier owner had disabled the CPU clock for a reason. Thanks for the feedback.
