Also, why does the CPU package power show as over 208W maximum? That seems correct?
Cinebench since version 20 supports AVX, which may cause it to operate slightly warmer than older models like R15. If you observed a maximum of 208W, it indicates the processor reached that level at some point. That seems higher than typical Prime95 results. If the cooling system is handling it, let it run. The recommended setting for "short term power limit" on a 65W Rocket Lake is 224W, so you're comfortably within that range.
