I recently increased the clock speed of my i5-9600k using a gigabyte z370 hd3 motherboard paired with a coolermaster masterair 610p air cooler. I pushed it to 4.5ghz, reaching a peak temperature of 88°C during stress testing. The current ambient temperature is around 32-34°C. Is this safe?

The temperatures are quite high. It might be related to the surrounding environment. The voltage you configured is likely the cause. Consider reducing it and observe if the temperatures decrease slightly.
