It's really bad for a stock 9600k... it should run smoothly at around 4.6ghz by default. The base clock is 3.7Ghz. Without knowing your cooling setup, it's hard to predict. Each CPU behaves differently. You might be lucky and not need high voltage for all cores, but it could still be an issue. Voltage and temperature are linked, so eventually you'll hit a limit with one or the other.

Small radiators, some measuring 120 mm, can quickly struggle when fluids warm up over time....
Start with a 4.5-4.6 GHz all-core setup and check your temperatures before focusing on higher clock speeds. (Most users have mid-range GPUs that already limit their FPS...)
Intel's XTU simplifies increasing speeds by 100 MHz in increments, letting you modify settings that usually require BIOS changes. However, if issues arise, everything reverts to defaults, which is generally safe for experimentation.
