I was experiencing 78°C after shutting down Apex Legends, and it lasted around 10 minutes (my usual is 55°C). Stock cooler helped a bit.

The highest CPU temperature allowed is 100°C, which means 78°C is acceptable. For cooler operation, adjust the fan curve or use a superior cooler.

You might want to consider the Noctua NH-L9x65 or the Cooler Master Hyper 212 EVO. Which one suits your needs best?

The Hyper 212 works well; your i5 9400F handles the stock cooler without issues, and 78°C is acceptable. Consider using the funds for another upgrade instead of a cooler.
