Since the TDP remains consistent, the i5 has more cores than the i5. Typically, TDP relates to base clock power, but with this CPU running at base frequency, performance depends more on the design.

Same maximum power (Intel default 65w) limits the number of cores, allowing higher power per core and enabling frequency boosts. Base clock is no longer a constraint on Intel processors, they often ignore it anyway.
