As mentioned in the title, I can't OC, the BIOS preserves the settings, but nothing changes anywhere. W10 still lists a 3.6ghz i5, and this is consistent across Ubuntu 18 or Mac OS High Sierra too. Even the "ez mode" of the BIOS shows stock speeds and voltages. RAM is working properly at 3200MHz. The latest BIOS update is applied.

You're checking where to look in W10. If you're in the about section, it won't display your overclock settings—it will stick to the standard CPU speeds. I recommend installing Intel XTU to see the actual frequency your CPU is running.
Max is 3.6, it doesn’t even trigger factory turbo mode, and the temperatures are really low, so no throttling. I think my motherboard might be faulty, and I can’t even return it anymore.
Edit: Yes, I somehow cleared the CMOS [/strike]
EDIT 2: I managed to do it—I had to turn on performance mode and turbo mode, so now I’m stuck with a constant turbo at max core speed, no other options.
