As mentioned in the title, I can't OC, the BIOS preserves the settings, but nothing changes anywhere. W10 still lists a 3.6ghz i5, and this is consistent across Ubuntu 18 or Mac OS High Sierra too. Even the "ez mode" of the BIOS shows stock speeds and voltages. RAM is working properly at 3200MHz. The latest BIOS update is applied.

CPU: Intel i5 8600k
Cooler: Deepcool Gamaxx GT RGB
GPU: MSI R9 380 Gaming 4GB
MoBo: Asus Prime Z370
RAM: 16 GB GSkill TridentZ RGB 3200MHz
SDD: WD Green m.2 240Gb
HDD: WD Caviar Blue 1Tb
PSU: Thermaltake Smart 650W 80+ Bronze
Case: Corsair Carbide 100r

You're checking where to look in W10. If you're in the about section, it won't display your overclock settings—it will stick to the standard CPU speeds. I recommend installing Intel XTU to see the actual frequency your CPU is running.

Indicates maximum frequency is 3.6ghz and all standard settings are off, including turbo mode.

Have you attempted resetting the CMOS and beginning anew on the reset? It's possible you altered a configuration by mistake.

Download HWmonitor and observe the real core speed during workload. On my machine Windows Task Manager shows I7-7700K at 4,2GHz, yet my CPU is actually operating at 4,5GHz across all cores when under stress.

Max is 3.6, it doesn’t even trigger factory turbo mode, and the temperatures are really low, so no throttling. I think my motherboard might be faulty, and I can’t even return it anymore.
Edit: Yes, I somehow cleared the CMOS [/strike]
EDIT 2: I managed to do it—I had to turn on performance mode and turbo mode, so now I’m stuck with a constant turbo at max core speed, no other options.
