I'm considering the "Cooler Master - MasterLiquid ML240L RGB 66.7 CFM Liquid CPU Cooler" and wondering if it would be suitable for running the i5 8600k at 5GHz with stable temperatures.

I would switch to a 3000 RPM fan if noise isn't a concern, and also use the best TIM. If choosing CPU HSF, I suggest Noctua for an air cooler. Closed loop AIOs aren't worth it—their pumps wear out faster than fans. If you must use AIO, opt for expandable models like fractal or EKWB designs.
