This only works when it functions as designed. My ASUS laptop caps turbo boost at 800MHz due to a defective motherboard or power delivery issue. Safety mechanisms like PROCHOT activate if something fails, forcing the CPU to remain at 800MHz forever.

With Intel XTU, it seems possible to lower the CPU speed. Setting the frequency around 2GHz could reset the boost settings. After that, reverting to the standard clock speed might bring the CPU back to its usual operation.

That’s why I decided to run a stress test—I’m confident it will push the processor into its maximum power mode. From the screenshot, I don’t notice any issues.

I faced the same problem last year with my older AMD A10-9600P laptop. It was quite challenging to fix. I tried resetting the CMOS. Also, it helped for my A10, but I'm unsure if it would work on Intel. Look for the right graphics drivers for your CPU, completely remove the old DDU drivers and install the OEM ones. If no drivers are available, check for firmware or BIOS updates. Using these steps together resolved the issue and improved performance.

This is a very common problem in Dell laptops and now there are a lot of Dell desktops that are developing the same problem. Run ThrottleStop and push the Limits button to troubleshoot this problem. https://www.techpowerup.com/download/tec...ottlestop/ Look for BD PROCHOT lighting up in red. This is the reason for throttling. This problem happens so frequently that they should be teaching this in IT school. Within the first couple of pages of this forum, there are multiple users with the exact same problem. When a sensor goes bad on the motherboard or in a Dell power adapter, it will send a throttling signal directly to the CPU using the BD PROCHOT signal path. BD stands for bi-directional. It allows external sensors to send throttling signals directly to the CPU which forces it to throttle to its lowest speed. Sound familiar? Do some testing. If this is the problem, try clearing the BD PROCHOT box on the main screen of ThrottleStop. This tells the CPU to ignore any external throttling messages. The CPU will still thermal throttle and slow down if it ever gets too hot whether BD PROCHOT is checked or not. Some people confuse PROCHOT (processor hot) and BD PROCHOT. These are two different things. BD PROCHOT is usually a dumb sensor that has failed. It is tricking the CPU into using the same mechanism that it uses to thermal throttle. Intel XTU does not give you access to BD PROCHOT so it cannot solve this problem. If you do not see BD PROCHOT in red then have a look for PL1 or PL2 in red. This is another throttling problem that is common to Dell computers. PL is the power limit. If this accidentally gets forced to 0 and the Clamp bit is set in the power limit register, the CPU will also get stuck at its lowest speed. The CPU is trying to get power consumption down to 0 Watts which is impossible so it keeps lowering the CPU speed until it hits rock bottom. On a 7th Gen CPU, you might be able to solve this problem by checking the Disable and Lock Turbo Power Limits box in the ThrottleStop FIVR window. I am pretty sure your problem is BD PROCHOT related. Post some ThrottleStop screenshots if you need help troubleshooting this.
