I have achieved a successful overclock for the i5 6600K on the Asus Maximus VIII Hero ROG motherboard. The system operates stably, and the Prime95 stress test ran for several hours. The relevant UEFI configurations for my overclock are listed below:

Overclocking settings
======================
BCLK Frequency - 100 MHz
ASUS Multicore Enhancement - Disabled
CPU Core Ratio - Sync All Cores
1-Core Ratio Limit - 44
(All remaining cores stay at 44 because of the "Sync All Cores" setting)
EPU Power Saving Mode - Disabled
CPU SVID Support - Disabled
CPU Core Voltage - Manual Mode (1.300 V)
Power Management Settings
=========================
EIST SpeedStep - Disabled
Turbo Mode - Enabled
CPU C States - Disabled
I’m trying to run the maximum speed (4.4 GHz) even when the system is idle. Currently, CPU-Z and Aida64 show a current speed of 3.5 GHz with a multiplier of x 35.0 (8 minus 44). When I stress test or apply load, it drops to 4.4 MHz. However, I’m unsure if any unmentioned setting could force the full overclocked frequency during idle.

uncertain if this will assist or not, but what operating system are you using on Windows? if your high performance option is enabled, then your CPU might always run at full speed and never slow down when idle.

to check, open power options, pick
change plan settings,
next select the current plan,
then choose
Change advanced power settings,
expand
Processor power management,
expand
Minimum processor state
set to 5% if it's currently at 100%.

Thank you for your reply, but it seems your message wasn't clear enough. I want to run my CPU at a maximum clock speed of 4.4 MHz continuously, even when idle. I actually switched my Power Plan from Balanced to High Performance and that worked. It keeps running at the highest speed all the time.

Thank you for your reply, but it seems your message wasn't clear enough. I want to run my CPU at a maximum clock speed of 4.4 MHz continuously, even when idle. I actually switched my Power Plan from Balanced to High Performance and that worked. It keeps running at the highest speed all the time.
