My new mobo is asrock z170m pro4s (6phase) bios updated to the latest version.
Cooler is coolermaster hyper 212
1x8gb ddr4 hyper x fury
I’ve tried reaching 4.5ghz stable but that’s unlikely soon… because of crashes and blue screens.
Currently I’m at 4.4ghz stable, but at 1.390v I managed 15 minutes without issues in Prime95.
Some people have achieved 4.6ghz at similar or lower voltages.
I won’t go below 1.4v for clear reasons, but what can I do to push a bit higher without hitting a BSOD?
Any advice would be appreciated. My goal is 4.6ghz, but if 4.4 is my ceiling, I might have to accept it.
Bios settings: Vcore fixed at 1.390, multiplier at x44.
I haven’t tried any other configurations yet.

I have no real idea what you are saying, but it's the silicon lottery, no grounds to return it as no OC is guaranteed. You'd may as well return a lottery ticket for not winning.

15 minutes of prime isn't worth it, make sure you're using the older version of prime.

I understand you're using an older version and didn't encounter any problems, though the voltage seems a bit too high. I don't want to lower it since that might require adjusting the clock.

You might have been unlucky in the silicon drawing. Certain chips perform better as overclockers compared to others.
