Working on the assumption that you've never pulled the heat sink off your CPU since it was installed, I would suggest that you carefully remove it, clean off all the (by now dried up) thermal paste from the sink as well as the CPU before applying new paste and re seating the sink. Be sure to blow out any dust from the heat sink fins while you are at it.
Also, make sure that you have sufficient air flow through your chassis.
Assuming you haven't removed the heat sink from your CPU yet, I recommend taking care to take it off gently. Remove all dried thermal paste from both the sink and the CPU, then clean thoroughly before applying new paste and reattaching the sink. Don't forget to clear any dust from the heat sink fins during this process. Also, ensure proper airflow through your chassis.
