i5 4690k processor running at 4.5 ghz speed issue

Have you verified with another tool such as hwinfo64? It might be slowing down, and the task manager might not reflect this. Consider reviewing your BIOS settings, ensuring eist (speed step) remains active. Also, look at the Windows power plans—confirm it's labeled 'balanced' with a maximum state of 100% and a minimum of 5%. If the minimum is locked at 100%, the CPU won't downclock. If speed step is off, the CPU can't idle properly.
