The i5 4690 will never cause a bottleneck with a 960, you'll have sufficient PCI-E bandwidth. If your voltage settings (on the GPU) are not restricted, the level of overclocking on your graphics card will be limited by your cooling system. Using liquid cooling can help it perform better.
