You're seeing different performance levels because of hardware differences. Your friend's setup is more powerful, which explains the higher frame rates. Your system should handle 140–230 FPS well, but it depends on game load and settings.

What Java version are you running—64-bit or 31-bit? Your GPU RAM is 2 or 4 GB. This can also vary based on your GPU clock speed; if it's slower, performance may differ from others. Are your friends using OptiFine? I’d suggest it for better Minecraft performance, even on powerful gaming PCs.

You're running vanilla Minecraft with 64-bit Java, using 4GB of your 16GB RAM. Both your PC and your 970 are 4GB models, and you're not using them since the game hasn't been updated to 1.9 yet.

You have various options, like the NVIDIA control panel. It's not needed to aim for more than 120fps. Also, you didn't discuss in-game resolution or other adjustments.

You also use a 144 Hz display, and your friend has Minecraft settings fully enabled except for V-Sync and 3D effects.

The game is being executed with specific JVM options. When you access the profile editor on the main launcher, it appears at the bottom of the window that opens.
