i5 4460 not turbo boosting
nope all stock bios settings on mine - if I recall all I changed was memory by setting the XMP ita an no k cpu so nothing to be done
even at bios reset to optimized default the cpu should work as normal and expected no bios adjustments should be needed for it at all [all automatic bios controlled ] only a ''K'' cpu is unlocked to make any adjustments like for overclocking
starting to sound like you got mor going on then meets the eye ?? maybe a bad defective CPU or motherboard - that should be just drop it in and use
that's why I say you need to hook up with a computer guy in person to look things over in real life/time so he can see everything that's going on wile its running
I cant do that from here
what your system specs ?? [motherboard -memory - psu, ect... ]

all stock bios settings on mine
if I remember correctly, the only change i made was adjusting memory with the xmp setting. no cpu changes, so nothing needs fixing
even after a bios reset to optimized default, the cpu should function normally and expected
no bios tweaks are necessary at all [automatic bios managed]
only a 'k' cpu is unlocked for any adjustments like overclocking
this seems to suggest you might need help from a technician in person to check everything while it runs
i can't test it remotely
what are your system specs? [motherboard - memory - psu, etc...]
do you know if the msi z97 pc mate supports the i5 4460?
review the board cpu support list, check if it appears and identify the required bios. The listed model is Core i5 Haswell Refresh i5-4460 with specific specifications. It should be compatible with the first release bios available on the manufacturer's site. No flashing of the bios is necessary for it to function properly.
