from it I can tell my CPU reached 3797.75, just a bit below my max of 3.8
I have hwinfo64 but none of the cores are boosting to 3.4—they’re all stuck at 3.2 still
Well, I was wondering if you meant that during this test it reached 100% utilization at a 3.37ghz frequency? ???? What happened? It might be something wrong with the CPU, motherboard, or BIOS. It could help to take it to a shop for a more hands-on check.

It appears to be in games its not boosting but in the heaven benchmark it does
still it doesn't require much to increase CPU usage, should it be enough for something that raises utilization? whether from a tough game or just a background job, though it might not fully boost but I don't think it's completely stuck without seeing it directly. maybe it would help to bring it to a repair shop so someone can inspect it in person and confirm its behavior.

I plan to use a 980ti and a 4670 [non k]. Everything seems to work fine and dandy. So you're saying the CPU doesn't boost and the card doesn't boost as much? ?? I can't be there to see what's really happening. Just let him observe while it runs, and point out what you notice as you go along. That's why I suggested you bring it to a computer guy for a real-time inspection.

check the idle and load status of my CPU and GPU using the provided link. The image was captured during a GPU-Z render test, which showed improved performance as expected. It might help resetting your BIOS to the default optimized setting in case you made any mistakes. Restore everything to its original state.
