no, and you'll reach over 30 but there will be stutter when using that setup.
my machine is an i5-4690k at 4.5Ghz with 16GB ram and a nvidia 760, and i managed 40+ frames on occasion.
now with my updated configuration i'm still experiencing stuttering...

my machine is an i5-4690k at 4.5Ghz with 16GB ram and a nvidia 760, and i managed 40+ frames on occasion.

Well, it seems we need to figure out what requires an upgrade. The plan is to continue using DDR3.

I would start by upgrading the CPU first. Then install an 8GB of additional RAM.

Everything looks good, 3570k is stable before I pushed it, around 50-100fps with a 1070. A 3770k would still be a solid improvement.
