i own an i5 2500k with an msi z77 board that supports overclocking, but it's paired with a msi gtx 950 2gb. the concern is whether i can push it to around 4ghz without hitting a bottleneck from the gtx 950, or if sticking at stock 3.3ghz is optimal. this machine is mainly used for flight simulation (prepar3d). what do you think?

Check your graphics card's load during simulation runs with GPU-Z or MSI Afterburner. If it remains constant at 100%, your CPU isn't the bottleneck.

Getting your CPU to run faster doesn't automatically fix bottlenecks; it only matters if the GPU is the limiting factor. Otherwise, a more powerful CPU could actually improve performance.
