Is this typical? I hope my CPU can maintain around 3.0GHz continuously. Any advice would be great thanks.

It seems the PL2 timer has stopped and is now switching to PL1, which changes the clock behavior. Outside of that, you might need to install XTU and rely on the manufacturer's support.

It won't affect anything if the CPU or BIOS is automatically slowing down. Just restart it to 3Ghz, but it will still drop back to 1.9-2Ghz shortly afterward. The @flibberdipper's comment seems to be a better approach.

The processor operates at 3.6GHz and below initially, but adjusting the multiplier to 46 stabilizes performance at 4.6GHz consistently.

This works on a desktop with an unlocked processor and a motherboard that allows overclocking. It might not apply to a laptop using a CPU that uses much less power.

Some brands keep power caps disabled, which could boost performance under load—provided you have sufficient cooling.
