Yes, you can BCLK an i3-6100 on a H110 or B150 motherboard using only a stock cooler. The maximum distance is limited by the stock cooler's capabilities.

Asrock offers some motherboards that support overclocking non-K CPUs without requiring a special BIOS. Would I recommend it? Not really. If you're trying to overclock a CPU not designed for this, you'll likely need to significantly raise the voltage. This will create even more heat to manage, and the standard cooler isn't suitable for that either. Remember, the stock cooler is intended only for basic cooling during normal use, which isn't very effective.
