i3 offers the superior value, allowing you to upgrade to a Z490 board and then move to a 10600K or higher later on without needing a new motherboard or possibly RAM combo. If you prefer the highest performance at the lowest cost, AMD Zen 2 chips are excellent for their price. It’s wise to hold off on those right now, as they’re releasing new models this month and prices may adjust accordingly.
