I wrapped up my initial project and have been struggling a lot with my 4070ti, which seems to avoid working much.

I've moved Windows 10 across a wide range of systems. I recall one that surprised me with its performance was originally from a 4790k, now replaced by a 3950x. It's rare to find such versatility, but I've successfully installed Windows 10 at work even on extremely different hardware without any problems. Just update the MAC address in DHCP to match the new network interface.
He seems like the typical person I know—just been around for a while. Still, I’m always picking up something fresh each day. His remark should be taken lightly.
I've been doing this for a while now; I've never really felt what you're typing—though I'm the king of jank and always up for trying new things. It usually works, almost every time, though it always comes with a performance hit. Still, maybe I'm mistaken, but I'll stand on the hill and say no.
It’s fair to say you managed to get Windows 7 working despite your older hardware. The system seemed stable after installing the tester HDD, though you’re still missing graphics drivers.
I can be honest, but until I go through this (and I don’t mess around with PCs to learn), I just don’t see six cases like he says. I don’t have the Windows 7 experience I do with 10, so my only comment is – lucky!
I moved from a 3950x/64GB/impact7 setup to a 5800x3d/32GB configuration over several months using the same Windows install. The only changes came after upgrading my motherboard, which required a full reinstall. I was running chipset-based RAID0 on two 1TB NVMe drives and used GPUs ranging from GTX 1080 to GTX 3070 and 6900 XT. I tried the RX 5700 XT and GT 1030 but didn’t use them for long periods. Surprisingly, my 3Dmark scores still stood out. The hardest part was upgrading from 1440p at 144Hz to 4K at 240Hz—likely due to DSC on the 6900 XT. Games only accepted proper resolutions after multiple launches, possibly because of driver settings and needing DSC for 4K performance.
