Just a note. On my mobile device, the Asus Prime X470 Pro requires shutting down the system to reset the BIOS, even though I don’t plug the power out of the wall. Pulling the plug doesn’t seem to work. If I disconnect the battery, I need to leave it out for over 30 seconds—which is quite inconvenient with a GPU installed. It seems the person who reinstalled Windows didn’t perform a clean install, so all settings in the Windows Registry were moved there. This is where most Powerplan and Overclocking tools are stored. The only advice I can give for overclocking is to do it carefully and manually.
I even removed the CPU from its socket and reinserted it, but the issue persisted—frequency stayed altered. The minimum idle is 2.600MHz, which should be 1550MHz. Voltage also fluctuates frequently, often around 1.212V during idle. Some say Ryzen Master can't permanently adjust the CPU clock, yet it did change.
Pulling CPU out doesn't do anything to UEFI settings or windows registry settings so no suprise.
Load safe defaults in UEFI. If that doesn't work, probably a CLEAN install of windows will do. Copy nothing from Windows partition over, no system files or settings. Create new login profile.
Well, from reading a bit more, the above probably won't solve anything (ignore it). Check this thread out:

Bro, can you assist me? I’m just starting with PCs and used Ryzen Master. My default clock is 3.60 GHz, but I tried overclocking to 4.00 GHz. Now it stays at that speed permanently. In BIOS it shows 3.60, but in Task Manager it says 4.0 GHz. After resetting and uninstalling Ryzen Master, it doesn’t change. When I restart Ryzen Master, it resets again but returns to 4.00 GHz after turning off and back on the system. What should I do?
Ryzen Master is a software application. You simply need to remove it and restart your PC, which will reset the processor to its default settings. This process only affects the CPU clocks and does not modify BIOS hardware settings. It’s safe to uninstall and then power off, clearing the CMOS for extra assurance.
I’ve removed ryzen master and opened Task Manager after booting up, but the system still runs at 4.00 ghz. Reinstalling it seems to reset it to 3.60 ghz until I power off and restart. After turning it back on, it returns to 4.00 ghz. The BIOS shows my CPU voltage is at 1.4—am I okay with that? I’m giving up because I don’t know what else to do. Ryzen Master is now gone. What should I do? If I leave it like this, could it damage my system? I tried playing Warzone at 4.0 ghz and it crashed. Something’s clearly wrong. This is really stressful. I’m only 16 and don’t understand what I’m doing.
Hi
after uninstalling Ryzen Master, did you reset the CMOS? (Power on, open case, short the CMOS pins for 10 seconds.) This usually restarts the BIOS.
Yes, 1.4v is average; it will fluctuate during auto mode.
In the BIOS, verify that the "overclocking" section is set to auto—this will activate automatically after resetting CMOS. Then restart and enter Windows. Reinstall Ryzen Master, go to "Creator Mode," highlight "auto," click Test, then Apply at the top of the program. This should revert it back to its original setting. Reboot and verify.
