I use the controller with aim help but still face sessions from kb/m players even though it warns me not to.

You're experiencing a common issue with the aim assist in single-player mode of GTA:O. It seems the system is detecting your setup and assuming you're playing against others, but it doesn't recognize your configuration. This can happen due to differences in controller settings or regional configurations. Try adjusting your aim assist preferences or checking if the game supports customization for single-player modes.
I don't think it divides kb/m and controllers. It only handled the aiming type.
Absolutely, I also replace my Logitech F710 with a keyboard when I need to target someone.
For casual play I just use the pad, but for tough heists a keyboard and mouse really make a difference.
It seems the platform connects for sessions such as death matches and similar events, where you interact only with PvP players, focusing solely on deathmatch gameplay.
I've been using the controller for a while now and can usually beat my friends with KB/M, even without aim assist. I play SP with aim assist turned off. Edit: I want to mention that KB/M is actually open in cars, though.
The same configuration applies whether aim assist is enabled or not. It isn't related to kb/mouse or controller settings.
Switching the aiming mode with the controller results in partial assistance, not full support. However, I've noticed myself using the controller consistently since it's my preferred setup. When switching to keyboard/mouse, my aim becomes extremely sluggish, especially in first-person mode with 60 fps. With the controller, everything feels smooth and responsive.
