I misunderstood the model you were using. It doesn't include a debug display, which caused some confusion. The only feature available are POST status checker LEDs (refer to the image). If any of them are lit, it indicates a problem with the respective component. I just realized you already mentioned what you needed to know—this means the motherboard believes everything is functioning correctly, but that's not accurate.

Identify the issue and consider steps to resolve it. I'll attempt to reassemble everything and test it again.

Run a paperclip test on the PSU. Check the photo—if it powers up, the PSU is likely fine. If it fails, consider damage from the motherboard or a faulty motherboard. When you disconnect all components except the CPU and motherboard power, does it still blink? If yes, the motherboard may be severely affected.

He said the turning of the PSU fan is a positive sign, but the voltages could still be inconsistent when under load. Try testing another PSU from a different machine. If that doesn’t restore the system, inform the company that provided the PSU that it caused your computer to crash.

It seems the CPU and motherboard power are sufficient, but the GPU is still blinking. The PSU connected to a friend's computer works perfectly. All tests confirm the GPU and motherboard are dead. I purchased the GPU in June—RX 6800 XT OC. Now I'm unsure what to buy next.

Checked the PSU on another machine. Everything functions properly except the motherboard and graphics card. I’ll need to replace those parts. It’s still hard to believe. I got a new GPU in June—really impressed. Thanks a ton for your assistance. Would you mind suggesting another GPU? I mainly play games like Rust but also work on video editing and game development. My current setup is: #Ryzen 5 5600 (should work), #B550m steel legend (needs replacement), #Asrock RX 6800xt OC (appears dead), #16GB RAM (performs well during tests). Appreciate your help again.
