Win-OS consumes a lot of system resources, which accounts for the performance you observe. This is completely typical. Your machine is adequate for current gaming needs, whether you're using extreme settings or more balanced ones.

It hinges on the actual memory consumption - exactly what? As I write this, I'm reviewing my task manager which shows 8% CPU and 75% RAM usage. I'm using Windows 11 and Edge with eight tabs, three of which are YouTube videos. Still fair, though - my machine is a Surface Pro 3 with an i7-4650U and 8GB RAM. No dedicated GPU, so gaming isn't an option (though I've noticed Tomb Raider Legends runs smoothly at high settings). In short, it's all about the balance. With 8GB RAM and Windows using 39% in idle, it seems sensible - if that leaves room for optimization, it could be.

Consider the cause of the RAM usage. Launch Task Manager, arrange by memory usage, it might indicate a Windows update or another process consuming significant RAM.

Looks quite standard for Windows after startup. Make sure the RAM sticks are placed in the correct slots—usually the second and fourth slots near the CPU socket, as per your motherboard’s guide.

Smell of bloatware... On idle with six Chrome tabs, my 5900X runs at 1 to 2% max. Of course I have 12 cores versus yours 8, but you should be closer to 3-4%. Your RAM usage is normal, I have 14GB free on 32GB but about 12GB goes to drive caching and around 1.5GB on Chrome, so Windows is using roughly 5GB—that’s about 35% of your 16GB RAM.
