I compare prices on eBay and notice many items are significantly lower than local used options. Most listings come from the USA, and shipping costs match the device prices. It seems DDR3 chips are costly—especially when you can find DDR4 16GB kits locally for around $40. Would it make sense to invest in a newer model like the I3 12100F for $125 instead of saving for an older I3 13100? Also, the total cost you’re considering includes several components; do you think that combination is reasonable?

The GTX 1060 should fit your system well, but the current market price is very low at 225 USD for a used one.

Sadly, the situation is quite accurate...

The gap in costs surprised me—getting the GX 1050 for $55 a week was better than what I expected before the price jumped to $185. Things seem to stabilize a bit now.
