While Minecraft OptiFine reports around 350 FPS, your task manager shows low CPU usage and GPU utilization, but your RAM feels almost full. Windows typically requires about 4GB of RAM by itself, and many games demand over 8GB. Increasing it to at least 16GB would likely improve performance. The rest of your components seem unlikely to be the limiting factor.

I really need to upgrade my RAM but my motherboard only supports 2 out of 4 DIMM slots. A 2x8GB DDR3 drive would cost about $74 in the US right now, especially with DDR5 available. Is it worth it?

Is CS:GO running at lower than 120fps sometimes, dropping to around 80fps? That’s normal and not a problem.

I’d consider adding more RAM if possible. From what I see, an RX 580 or GTX 1060 would work well, but I wouldn’t exceed the CPU limits with those choices.

74 might be a bit high. I've noticed some eBay ads for a single stick priced around 25 or 2 for about 40. If you manage to find any two mismatched ones, they should function fine. However, if that's all you can locate, I'd still think it's worth trying to enhance your current setup a bit more.
