I believe there might be a problem with my card while using EVGA precision X. When trying to adjust the GPU and Memory Clock offset, it doesn't seem to make a difference in my performance during Fallout 4. My FPS remains at 60, but sometimes drops to 30-40 when moving around, which bothers me. I've set the GPU offset to +175 and the memory clock offset to +400. I'm not sure if I'm doing anything incorrectly.

The 1050 Ti cannot handle Fallout 4 at high settings in full HD while keeping 60 FPS, especially on an Intel CPU. Performance drops significantly when using ultra settings in the game. You have to accept the outcome, improve your hardware, or reduce the game's settings for a more acceptable frame rate.

Verify your CPU activity during the suspected slowdown. If it's much greater than your GPU, it suggests the issue lies with the CPU.
