I attempted to install my GPU (9070 xt pulse) today using a 2070 super. I removed the previous GPU drivers but nothing appeared on my display when I powered it up. I double-checked the PCIe connection multiple times, but the issue persisted. When I reinstalled the old GPU, it worked properly. I’m unsure if the 9070 xt is faulty or if there’s a problem with my power supply.
When fixing a GPU installation, inspect the PSU cables connected to the card. Ensure they are securely attached so the card powers on without issues. Verify the connectors are properly aligned and clicked.
Welcome to the forums, newcomer! What BIOS version are you using for your motherboard? Seasonic FOCUS GM-750 PSU. How long has your PSU been installed in the build? Have you attempted to install the RX 9070 XT into the lower PCIe x16 slot?
I have the most recent BIOS update, but my PSU is five years old. I believe I don't have room to connect it via bottom PCIe.
Verify your BIOS configuration to ensure the PCIe version is set to AUTO or the default.
When testing with a different cable type (HDMI or DP) or another monitor, please ensure your computer is powered on.

This was it, I tried once more this morning and it functioned. I believe the two slots of my 6+2 pin weren't fully engaged.
