Bizarre situation. In the Windows health checker I complete all tests and can proceed to version 11, yet my settings indicate otherwise... attached for reference.

You encountered the same problem again. It turned out that secure boot wasn't activated in the BIOS.

Windows Update isn't recognizing compatible systems correctly. Try using the Upgrade Assistant to resolve the issue.

Previously, my motherboard crashed and I had to return it to the maker. Additionally, the health monitor indicates secure boot is functioning properly, which makes me uncertain about next steps.

Secure Boot won’t destroy your device if it does happen. That means other problems were present with your board. I performed a fresh installation just for testing and then upgraded my system, which is how I learned about secure boot. Also, secure boot is mandatory for Windows 11, and the same applies to TPM (or fTPM on AMD systems).

It's already active, just a strange bug. Linkboy mentioned I could simply download the assistant and start installing.

Good luck! By the way, this comes from the Windows 11 discussion group. If you're having problems, a BIOS update might be the solution.

SecureBoot isn't required for Windows 11 to boot. I'm running a dual installation with both Windows 11 and Zorin OS, so I disabled SecureBoot to let Zorin install properly. My system is functioning correctly with both operating systems. A machine needs to support SecureBoot (which all officially supported PCs do), but it's not necessary for basic operation. The installation came from a fresh ISO file from Microsoft without any changes.
