I chose to reinstall Windows 11 and the previous version, but the enterprise option wasn’t available. I switched to Windows 11 Pro without an activation key, and in my Microsoft account under devices, it still shows the old device as present. Can I transfer that Windows to my current one?

These are various versions. They function in distinct ways.
To enable the Pro version, you must obtain a fresh activation code.

You can resolve this issue with the Windows activation troubleshooter.
Ensure your previous device is still listed under your MS account.
Proceed by navigating to Windows Update and Security, then Activation, Troubleshoot, and finally click 'I changed hardware on this device recently'.
After the troubleshooter completes, confirm your action by entering your current Windows password.
A list of past devices will appear; select the previous one and continue.
If needed, record the name of your previous computer, open Settings, and use the About section to rename it.
Reboot the machine and repeat the steps from 1 to 10.

The Enterprise edition becomes available through your organization's KMS server. Pro and Home editions require a license key for activation. To unlock the Pro version, you must obtain a fresh activation key. If you haven't purchased the Enterprise version, you're not eligible.

It's not piracy as long as you're using unactivated Windows for testing or evaluation.
This is completely fine.
Bypassing activation without purchasing a license is considered piracy.
