I’m facing a decision when selecting a power supply for my PC build. I’m limited to two options because of cost and local availability. Both models have the same price. The Corsair RM850e is rated ATX 3.1 B+ on the SPL PSU list, while the Corsair RM850x is ATX 2.x rated A+ on the same list. I’m planning to run a 7800x3D with a Gigabyte 9070xt OC that uses three 8-pin connectors. It seems unlikely I’ll upgrade in the next seven years. My main concern is handling power spikes, especially since the RM850x draws up to 305 watts and I’m unsure if the RM-E model has better protection features.

If you're really limited to these two choices and everything else seems out of reach (which might be true, since it could mean you're overspending elsewhere), either PSU will definitely be a solid choice.

As you won't be using the 12v Hi-Power connection of that RMe, there is little reason not to go with the better built RMx.

I experienced outstanding service from Corsair's RMx power supplies. The variation in the x/e line seems linked to the capacitors and warranty, given the price difference I understand makes the x the better option with a longer warranty. I don't know if these factors have changed in newer models. Ultimately, I've received great service and reliability from every Corsair PSU I've bought. I still maintain a system for a friend that uses an older CX series and is still functioning well (though I try to keep dust bunnies under control).

RM850x (2016) works well with my 350W 3080 Ti setup, it also supports 3 8-pin connectors.
304W from the 9070 XT should be fine too.
RM850x ATX 2.x models were developed before the ATX 3.0 standard was introduced, which doesn't imply they weren't meant for high-end GPU scenarios. The 2080 Ti and spikes in 3080/3090 prompted the creation of this standard.

It seems Gigabyte recommends a 750W Gold or higher power supply. Other references, like Linus, suggest opting for 850W, which you're using.

I can list only one hand the crashes I've experienced with my 3080 Ti, and I ran a GTX 1080 for many years before that. I remember a reboot once during a game, though it might have been caused by system memory or a random power surge.
