Consider updating your BIOS settings. If the DIMMS output stays at 1.35 volts, you might manually tweak it to 1.4 volts, though success isn't guaranteed. Others suggest your CPU's memory controller might struggle with 4 sticks at that frequency, so you could adjust timings slightly or reduce the speed from 3200 to 3000.
