1) what is the reason?
2) have you attempted to restart it?

i was assembling my pc (without the case) and was just installing the cpu, cpu cooler, and ram. i wanted to try booting it up so i plugged in the cpu power cable and the motherboard cable. i attempted to turn it on and it didn't work. so i decided to try turning it on after getting the case.

top left? are you referring to a light or an electrical flash? and when you say
'I pulled out the power cable (mid pull) i turned it off'
do you mean the 24 pin connector on the mobo, the CPU power or the power supply power plug?

I believe it's a light and the power supply cable.

like the one connected to the power source, not the one attached to the motherboard, if that's the situation you should be okay (though not certain, but probably), the light likely turned on because the motherboard received power for a short time.
