I just assembled my PC and it fails to boot. When it powers on, the DRAM light flashes red, then switches to a red CPU indicator, and the entire system shuts down completely. I can't turn it back on from inside the case. I've replaced the CPU and all the cables and RAM. The model I'm using is a Ryzen 7 7800X3D with Gigabyte 4070, Aorus Elite B650, 750 psu, and 32 GB of RAM.

Have you experimented with using one stick of memory?
Did you reinstall the CPU?
Which 750W power supply, in particular?

I attempted using a single stick of each and assembled it into a 1n3 2n4 configuration, successfully recreating the CPU. Xpg core reactor 2 750 fully modular psu

And there were no bent or missing pins on the CPU? Was there anything inside or on the socket? Could it be the thermal paste? With the LED order, the motherboard isn't even reaching the stage of checking for a GPU or storage during the POST process—so your problem probably lies with the RAM and/or CPU, as indicated by the LEDs. Which memory are you using specifically?
