I attempt to use "Activate a product on Steam" but it blocks activation as a gift since I already own the game. Is there an issue with my setup?

You can't claim it yourself; you must give it as a gift to them before they can redeem it.

Sure, just share the keys with your contacts. Remember, you won't turn them on by yourself.

Did you select "Buy for yourself" or "Buy as a gift" during checkout? Choosing purchase for yourself makes the game available in your Steam library and prevents gifting.
