it remains inactive at 30 and activates only at 60 during the CPU Z test.
So after looking at my case inside I decided to do some proper wiring for better airflow and here is what I did

With my present configuration I'm operating at a 4.0ghz and a 1.1v boost, appearing stable. I don't wish to push beyond that point. After fine-tuning everything and ensuring adequate thermal management, my temperatures remain at 50 degrees during the stress test.
I've successfully achieved 4.25mhz at 1.3v and the system appears stable up to 69 degrees. I'll maintain this setting until I acquire a new PSU or RAM. Your assistance was invaluable—I wouldn't have proceeded through all these steps without you.
