I attempted to overclock my GPU and ended up inserting too many zeros, causing the computer to freeze in a boot loop. Every time the BIOS restarts, a brief glitch appears before it resets again. The machine is nearly three years old. I've already tried resetting the CMOS battery, clearing the C-LMOS settings, and even used the built-in GPU on my CPU, but the issue persists. I'm fairly certain the problem lies with the motherboard or RAM, though I'm not sure.

When you encounter a boot loop, are you able to start in safe mode by accessing a recovery screen? If yes, I would switch to safe mode and remove msi afterburner or any other tool used to protect your GPU, ensuring all presets are cleared. If you can't reach the recovery menu, use your onboard graphics to enter safe mode and uninstall the overclocking software. After deleting the utility, reinstall your graphics card and restart. You can then reinstall the overclocking tool again.

If you allow it to boot several times, do you ever see a recovery menu? Try safe mode. I let it attempt to boot multiple times, but it doesn't exit the BIOS, so I can't enter safe mode.
