Essentially, what you're suggesting is that when silver 1s and global elites compete, the silvers tend to come out on top. Ranking matters a lot, with only a small percentage of players getting promoted. Cheaters will still face consequences regardless. You seem to be either at a very low rank or completely new to CS:GO, so you might not understand the context.

Thats for a rank gained by accumulating points, not one gain by skill/wins. Boosting and Cheating is still an option, cheating for sure. I see far more people purposely playing well under their rank than over.

All I can mention is that DMG/LE isn't the top tier for above-average players. Nova might be an exception, though I'm unsure. The jump from MG2 to MGE seems significant compared to MG1 to MG2. It looks like some players only reach MGE, which is quite different from what most of us do.

Oh man, you're making a big deal out of it! Pro players are definitely impressive, but they're not just any pros—they put in tons of hours, like thousands on games such as CS:GO and CSS. If you believe some pros are MGE, you might need to rethink your perspective. This is pretty wild stuff I've seen lately.

I really follow all the professional games closely, which gives me a good understanding. But I wonder if you truly believe pro athletes reach the level of 'MGE' after thousands of hours of practice? You know, it’s not like you become a pro with just about 1,000 hours of CS—doesn’t that sound a bit off? It seems like I’m speaking to someone who’s still learning.

I don't claim Pro's are usually in MG, that's not true at all. Some players in Pro teams might be... but I'm not here arguing about Pro skills. And maybe if you weren't so dismissive the tone would shift. DMG/LE comes from Reddit, not real facts.
