Windows crashed recently, but after reinstalling Windows 7 everything seems fine except Explorer.exe keeps crashing. It might be trying to restart more often than needed. Try checking the task manager or running a system file check to identify the issue.

Disconnect all devices except the SSD/HDD you're setting up the OS on during installation to avoid conflicts with other drives.

It seems like your optical drive and fences are causing issues. When you unplug it, it works, but using an HDD doesn’t help.
