Hey everyone, I’m looking to set up two accounts on my PC. One account should be completely locked so I can’t make any changes—no writing, deleting, or creating. The other account needs full access to manage SSD operations like writing, deleting, and creating files. I’m trying this with two users but so far I can’t get any control over the SSD. Is there another approach I should try?
Specify precisely where you’d like restrictions applied. You shouldn’t remove all writing rights entirely; in the user’s environment they’re necessary, or otherwise Windows might fail. Also, are you referring to a Windows user account?

No, there's an admin template for that User Configuration > Administrative Templates > Windows Components > Windows Explorer Then on the right there's a setting "prevent access to drives" or something similar.
